Update on the Rollout of Mandatory Two-factor Authentication for EU Login Accounts

During a recent webinar, the European Commission confirmed that two-factor authentication (2FA) for EU Login accounts on the Funding & Tender Opportunities Portal (FTOP) will become mandatory for many users in the first quarter of 2026.

Portal users with the following roles and access rights will be affected:

  • Legal Entity Appointed Representatives (LEARs)/Account Administrators
  • Legal/Financial Signatories
  • Coordinator/Participant Contacts
  • Task Managers, Team Members
  • Experts (evaluators)

Furthermore, on 10 December 2025, the Commission will launch a pilot phase of the planned rollout where the LEARs/Account Administrators of 1000 most active beneficiaries on FTOP, as well as 50 expert evaluators will be requested to comply with the new requirements regarding 2FA. All affected users will be notified by the Commission about the upcoming changes.

The main message from the webinar was for FTOP users to set up 2FA for their individual EU Login accounts as quickly as possible and not to wait for the final deadline either this month or in early 2026.

The Commission also recommended registering more than one additional authentication factor (e.g. mobile application + passkey) in case the primary one cannot be used (e.g. mobile phone is lost or stolen).

Finally, the Commission speakers explained that any issues with 2FA should be reported to the IT Helpdesk.

How to prepare for two-factor authentication becoming mandatory for EU Login accounts?

It is strongly recommended that all FTOP users with EU Login accounts become familiar with the planned changes by consulting the relevant guidance on the FTOP.
