Stronger research and innovation cooperation between Europe, Latin America and the Caribbean

Representatives from the European Union and the Community of Latin American and Caribbean States (CELAC) adopted a Ministerial Declaration and a New Agenda for Cooperation in Research and Innovation during a meeting held on Monday 29 September 2025.

The primary objective of this Agenda is to deepen, structure, and scale up EU-CELAC cooperation in research and innovation in areas of mutual interest, making it a key driver for sustainable economic growth, social progress, and resilience in both regions.

The following three strategic areas of common interest were identified for reinforced cooperation:

    • Climate Change, Environmental Sustainability and Energy Transition
    • Health
    • Artificial Intelligence in Science

Work will start immediately with the launch of dedicated Working Groups on those areas, and will include 18-month action plans to put these commitments into practice.

Under Horizon 2020 and Horizon Europe, more than 1,800 projects have involved partners from Latin America and the Caribbean, in areas such as renewable energy, climate research, bioeconomy and digital innovation. The ERC and MSCA are some of the funding mechanisms that have enabled this cooperation.
