Report on Citizen Engagement and Knowledge Valorisation

A new independent report commissioned by the European Commission
analyses the role of citizen engagement for knowledge valorisation practices, drawing on 60 selected case studies from 37 EU Member States and non-EU countries.

The report outlines fundamental principles for effective participatory practices for knowledge valorisation. The report also highlights a gap in employing a clear measurement framework to assess the efficacy of participatory processes in value creation. The report provides action points for research and innovation actors, including a measurement framework and key performance indicators.

Background

The European Research Area (ERA) emphasises the need to engage citizens, local communities and civil society to achieve more significant societal impact and increased trust in science. This study supports the objectives of the ERA, in particular with respect to action 7 of the ERA policy agenda for the transfer of research results to the economy and society.

In June 2023, the European Commission created an online Knowledge Valorisation Platform to promote the EU guiding principles for knowledge valorisation and to engage with all stakeholders of the research and innovation ecosystem.
