New Open Research Europe Scoping Report

The European Commission’s DG for Research & Innovation have published a scoping report for Open Research Europe (ORE).

ORE is a scholarly publishing platform available to Horizon 2020 and Horizon Europe beneficiaries. Offering rapid publication and open peer review services and supporting data deposition and sharing practices, ORE aims to make research, data, and outputs more transparent and accessible for all.

The Open Research Europe scoping report puts forward a vision for ORE as a collective non-profit open access publishing service for the public good. The report includes a rationale for the vision, the EU policy and political context, a value proposition and principles for the operation of a collective ORE.

Building on the ten key principles from the 2019 Future of Scholarly Publishing and Scholarly Communication Report, the ORE report focuses on ten amended actions:

  • Ensuring high-quality research and its integrity
  • Maximising accessibility and usability
  • Supporting an expanding range of contributions
  • Community building
  • A distributed, open infrastructure
  • Equity, diversity and inclusivity
  • Facilitating the evaluation of research
  • Promoting flexibility and innovation
  • Cost-effectiveness
  • Accountability to the research community and the public
