The Commission has recently released a revised version of the Horizon Dashboard for lump sum evaluations, which presents information about personnel costs on lump sum projects in a new way.
The most important change – compared to the information available previously – is that older historical data has been removed. Furthermore, the revised dashboard now shows how many person-months were funded at a given cost, and no longer just the number of organisations and their average personnel costs. This means that the different weights of organisations with low and high levels of participation are accounted for.
This information can be filtered by country and by organisation type, showing the regional and sectoral variation of personnel costs. For each combination of country and organisation type selected, the dashboard displays the distribution between the 20th percentile and the 80th percentile. The meaning of the 80th percentile is that 80% of the person months were funded at a rate below this value. The instructions for experts were updated accordingly.
As a reminder for subscribers, this part of the dashboard is intended to be used primarily by experts evaluating proposals to ensure that the personnel costs proposed on lump sum projects are not artificially inflated. Applicants preparing proposals to future calls that use the lump sum approach should always use their actual figures for personnel costs when preparing proposals.
