Council and Parliament Reach Provisional Agreement on 2024 EU Budget

The European Parliament and the Council of the EU have reached a provisional agreement on the EU budget for 2024. The preliminary figures are €189.4 billion in commitment appropriations and €142.6 billion in payment appropriations.

This includes €12.9 billion for Horizon Europe to support the EU’s research in areas like health, digital, industry, space, climate, energy, and mobility. This amount is the total value of new contracts (e.g. grant agreements) the Commission is allowed to enter into under the 2024 calls for proposals included in the current Work Programme of Horizon Europe. The budget also includes the financing of the European Chips Act under Horizon Europe and the Digital Europe Programme.

During the negotiations with the Council, the Parliament managed to secure additional funding on top of the Commission’s draft budget for several EU programmes, including an additional €85 million for Horizon Europe. This top-up includes €25 million specifically for health research.

Next steps

The annual budget for 2024 will now need to be formally adopted by the Council and by the European Parliament. The vote in EP plenary, which will mark the end of the process, is currently scheduled for 22 November 2023.
