As previously reported by UKRO, the European Commission has imposed restrictive measures against Russia and Belarus, as well as the non-government-controlled territories of Ukraine.
In line with the guidance on the participation and eligibility of researchers affiliated with legal entities located in Belarus and in non-government-controlled territories of Ukraine provided in the General Annexes to the Horizon Europe Work Programme 2023-24, the COST Association has recently confirmed that participants affiliated with legal entities from these regions will no longer be able to participate in COST Actions and COST activities from 2 March 2023.
- Participation and eligibility of COST Action participants affiliated with a legal entity established in Belarus or in non-government-controlled territories of Ukraine shall be suspended for all COST Actions and COST activities,
- No Action activity is allowed to take place in Belarus or in the non-government-controlled territories of Ukraine.
- Goods and services provided by Belarusian individuals/entities or by individuals/entities established in non-government-controlled territories of Ukraine are not allowed (for example for communication and dissemination of products within the Action).
- If Belarussian nationals participate in a COST Action and are affiliated with a legal entity not established in Belarus, the Grant Holder shall proceed with screening to ensure that such persons are not on the EU sanction lists.
