As previously reported by UKRO, the European Commission will pilot a new mechanism in the Horizon Europe evaluation process called ‘blind evaluation’ in the two-stage calls of the Work Programme 2023-24.
The Part B proposal template for stage one for Research and Innovation Actions (RIA) and Innovation Actions (IA) has been updated to provide the applicants with examples of statements that can lead to the inadmissibility of their proposals.
A new admissibility criterion included in the General Annexes to Work Programme 2023-24 applies to the calls included in the ‘blind evaluation” pilot: ”Applicants submitting a proposal under the blind evaluation pilot must not disclose their organisation names, acronyms, logos nor names of personnel in Part B of their first-stage application”.
