New European Bauhaus – an overview
The New European Bauhaus (NEB) is a cross-cutting initiative within Horizon Europe. It aims to accelerate the transformation of neighbourhoods through sustainable and inclusive design, realising the three core values of
- Sustainability
- Beauty
- Inclusion
It supports three working principles fostering
- Participatory processes
- Multi-level engagement
- Transdisciplinary R&I.
The New European Bauhaus Facility Roadmap 2025-2027
In March 2025 the Commission published the New European Bauhaus (NEB) Facility Roadmap setting up NEB activity and funding in 2025-2027. This sets out NEB’s contribution to key EU policies and plans e.g. on climate adaptation and mitigation, circularity, biodiversity, cultural heritage and design, architecture, the Clean Industrial Deal and local democracy and participation. This includes the R&I Component of NEB under Horizon Europe.
R&I component of the NEB Facility Roadmap 2025-2027
The R&I component of the NEB Facility 2025-2027 funds basic research, testing and demonstration projects under major R&I themes. Funding is provided under Horizon Europe calls, with an estimated €120 million per year from 2025 to 2027. NEB R&I aims to co-create positive change with communities living in those places transitioning to net zero and beyond, including fostering communities’ sense of ownership and belonging.
Horizon Europe R&I funding calls under NEB in 2025
The Horizon Europe NEB Work Programme for 2025 sets out specific funding calls under three destinations spanning Technology Readiness Levels.
The three destinations for the 2025 call topics are:
- Connecting the green transformation, social inclusion and local democracy
- Circular and regenerative approaches for the built environment
- Innovative funding and new business models for the transformation of neighbourhoods
All currently open Horizon Europe NEB calls are open to UK based participants until 12 Nov 2025 5pm CEST.
All call opportunities in the NEB 2025 Work Programme are collaborative and must involve at least 3 independent legal entities from EU Member States or Associated Countries, noting that at least one must be from a Member State. The UK can participate as an Associated Country, as can other countries only associated to pillar two in Horizon Europe e.g. Canada and New Zealand.
Any legal entity in the UK that qualifies under the call can bid including academia, companies, communities, and local authorities. Please note that some topics have specific eligibility criteria, listed under eligibility and admissibility conditions. Applicants are advised to check the work programme for details relating to their topics of interest.
UK participants may only apply to NEB calls with the “HORIZON-NEB” identifier in the call title and must not apply to non-Horizon Europe NEB calls where they are ineligible. Visit the NEB open calls page.

A European Commission-led NEB Info Day on the 2025 calls was held in June 2025 with legacy video resources of the day and other useful resources available, including summaries of the different overarching research topics or “destinations” under NEB and the calls under each in 2025.
The UK National Contact Point for NEB ran a UK NEB Webinar in June 2025 setting out examples of previous NEB projects with UK-based organisations, further details of the 2025 funding calls, and an overview from the Joint Research Centre of the European Commission on the NEB Facility 2025-2027.
